The bill
presents a new version of the All-Ukrainian Program "Drinking Water of
Ukraine" for 2011-2020 to revise and improve the normative-legal base in
the sphere of drinking water supply and sewage in view of development of new
technologies and equipment, and enactment of new normative-legal acts. The
Program is funded at the expense of the state budget (UAH 3004,3 million), local budgets and drinking water supply
enterprises (UAH 6467,4 million or 68,3%). Total financial support approximates
UAH 9471,7 million.
The committee drew attention to the inconsistency between the volume of financial support under the Program for 2011, and the volume established by the Law "On the State Budget of Ukraine for 2011" (UAH 200,7 and 400,0 million respectively).
The aim of the program is to implement the state policy to provide citizens with high-quality drinking water within the scientifically grounded normative standards of drinking water in line with the Laws "On Drinking Water and Water Supply" and "On Provision of Sanitary and Epidemiologic Safety of the Citizens."
